Well Alan and Zoe are two 15 year old trainers. They always challange trainers to double battles. Their location changes all the time, so you may see them everywhere you go. Of course depending on your Pokemon team, their Pokemon may change and be of higher levels.
If you meet them on route one and you are just setting out, their team will be:
Totodile
Level 5
Vulpix
Level 6
Pichu
Level 5
Shroomish
Level 5
